A Minnesota woman who sent money to the militant group al-Shabab in Somalia was sentenced to five years' probation on Wednesday after she cooperated with prosecutors, who said the light sentence would send a message to community members who shunned the woman yet supported other defendants who remained defiant. Amina Mohamud Esse, 43, pleaded guilty in 2014 to one count of conspiracy to provide material support to a foreign terrorist organization. She faced up to 15 years in prison, but prosecutors sought probation because she provided substantial assistance to the government. "I accept responsibility for what I did," Esse told the judge through an interpreter. "I'm willing to do all I can for the rest of my life to correct the mistakes I did." Her cooperation included nearly 60 meetings and phone calls with authorities, as well as testimony in the trial against ringleaders of an online network of women who used...

The conference will convene Heads of State and Government from across East Africa and other key partners, along with senior figures from international organisations. In 2011 Somalia was chronically unstable and ungoverned, with large parts of the country controlled by al-Shabaab. Famine had claimed the lives of a quarter of a million people. Piracy was rife, costing global trade $7 billion that year alone. In response, the UK brought together the international community at the first London Somalia Conference in 2012. From then, Somalia’s recovery gathered pace. A legitimate federal government was established in 2012 and the map of federal states began to take shape. African Union Mission to Somalia (AMISOM) peacekeeping forces stabilised large parts of the country and pushed al-Shabaab out of key cities; the number of extremists travelling to Somalia to fight began to fall. An international naval force and increased focus on addressing the drivers of piracy...

Democratic State Rep. Ilhan Omar doesn’t see her freshman status in the Republican-controlled Legislature as an obstacle. Omar introduced 23 bills in her first few months at the Capitol, five of which are included in omnibus bills. While many of her bills haven’t received hearings, Omar — the first Somali-American elected to a state legislature — has found common ground with lawmakers of both parties. “We are in a minority, but we don’t have to look at that as a negative thing,” Omar said. Republican and DFL House colleagues say Omar quickly found her place in the Legislature, but her first session hasn’t come without challenges. Amid a daily schedule packed with committee and constituent meetings, Omar has shouldered added responsibility dealing with fallout from President Donald Trump’s travel bans. Omar starts each day at the Capitol around 7:30 a.m., spending most of her morning hours in committee meetings. Some nights, she doesn’t...

WASHINGTON — President Trump has relaxed some of the rules for preventing civilian casualties when the American military carries out counterterrorism strikes in Somalia, laying the groundwork for an escalating campaign against Islamist militants in the Horn of Africa. The decision, according to officials familiar with internal deliberations, gives commanders at the United States Africa Command greater latitude to carry out offensive airstrikes and raids by ground troops against militants with the Qaeda-linked Islamist group Shabab. That sets the stage for an intensified pace of combat there, while increasing the risk that American forces could kill civilians. Mr. Trump signed a directive on Wednesday declaring parts of Somalia an “area of active hostilities,” where war-zone targeting rules will apply for at least 180 days, the officials said. The New York Times had reported the Pentagon’s request for the expanded targeting authority on March 12. The Trump administration had no immediate comment about the...

Ankara and Mogadishu have long been friends. And a new military training camp might strengthen ties – or cause others to sit up and take notice. In the upcoming months, Turkey will open its largest overseas military training camp – in Somalia. “It is not a military base like the one Turkey has in Qatar,” Turkey’s ambassador to Somalia, Olgan Bekar, told TRT World, as he sought to correct media reports that claimed Turkey is constructing a military base in Mogadishu. “It’s a military training camp.” But does the distinction matter? What is the purpose of the camp? The training camp, whose construction began in March 2015, occupies 400 hectares in Mogadishu, the nation’s capital. It houses three military schools, dormitories and depots. It will have the capacity to train more than 1,500 troops at any one time, by 200 military officers. The 200 Turkish soldiers will be sent to the camp as trainers and to...

A social media campaign aiming at delivering humanitarian aid Somalia, a country on the brink of famine, through a Turkish Airlines flight has gone viral with backing from celebrities and people across the world. After being initiated with a tweet by Jerome Jarre, the French social media celebrity, on Wednesday, the Twitter hashtags #TurkishAirlinesHelpSomalia and #LoveArmyForSomalia have taken on a snowballing effect with support from a group of celebrities. Actor Ben Stiller, social media personality Juanpa Zurita and YouTube personality and filmmaker Casey Neistat, American football player Colin Kaepernick and many others swiftly backed the campaign. All of them have widespread social media reach across various platforms. The group has started an online funding campaign to raise money to finance food aid, while asking Turkish Airlines, the only company that flies to Somalia, to deliver the aid to the East African country suffering from draught and famine. "It all started on Twitter," Jarre told Al...

Dozens of Somali refugees including women and children have been shot dead aboard a boat on the Red Sea, Yemeni officials and the International Organization for Migration said Friday. The bodies of 33 refugees were taken to hospitals in Yemen's rebel-held port of Hodeida, a health official in the city said, adding that 35 wounded had also been admitted. The circumstances of the attack were not immediately clear, but a port official in Hodeida, held by Shiite Huthi rebels, said the craft had docked and the dead and injured had been hit with light weapons fire, likely ruling out an attack from the air. The IOM said that 80 survivors were rescued and taken to hospital including 24 in "extremely critical" condition. "Our confirmation is that there are dozens of deaths," said spokesman Joel Millman. The port official said dozens of other Somalis who survived the attack, as well as three Yemeni traffickers, had...
